12 Yr Olds And Thongs?

"Transparency facilitates the truth and this is key to a just and efficient"

public accounts and transparency (II)

In the previous article showed the different level of transparency that the Government requires private and applying himself, and consequently the lack of transparency in public accounts. I keep getting examples. In the crisis years (2008 and 2009) have created thousands of public organizations (associations, observatories, foundations, etc..) in both municipalities, autonomous regions or central government. The consequence is that is difficult to know who spent what . I think both body only serves to mask and spending is ultimately traps to be alone.

Interestingly l to starting largest is the state budget transfers, mostly black box it is not easy to know where to go. A good portion goes to the autonomous communities worth. But is that the game more big cost transfers to the regions is, where do they go? A Health and Social Security. But the largest item in the regional Social Security is transfers ... In the end no one can clear.

I think the State should submit their income statements, consolidated, which include everything, everything. It they do business. It is highly desirable that citizens could see a simple web the expense of central, state, local and Social Security and how it is spent. It is not that complicated, if has the true desire to be transparent.

public accounting system is also confusing, or at least unclear, except for the make. Accounts, if they are public and about public money, should be understandable by the public and not only by specialists. It is desirable that these accounts are close as possible to the accounts of a company or a family: what income and what expense. Should distinguish investment spending and debt income. If you have paid 1,000 million, not included in your income statement as if it were an income it is not. There are many more examples I save the reader does not get run.

Finally, the citizen should know clearly what the state pays . I propose that the list displayed what actually pay social security, ie 34% of our gross income that keeps us company. It is not trivial figure and should know it. It is hypocritical that appears in the 1.5% payroll contribution to unemployment and hide us 34%, which is the big number. Let's be clear!
